The Russian government is concerned with the colonization of the empty lands of the Far East. To involve citizens in the region adopted a number of measures. Among them: the inclusion in the draft law “on the far East ha” on amendments to the collective application of the Russians, the resettlement of Ukrainian refugees to the far East, attracting the Chinese to land.
According to the Ministry of the Russian Federation on development of Far East until 2020 in the far East Federal district (DFO) will create over 50 thousand jobs, which could take the displaced persons. In the list of priority settlement territories included the Republic of Buryatia, Zabaykalsky Krai, Kamchatka Krai, Primorsky Krai, Khabarovsk Krai, Amur region, Irkutsk region, Magadan region, Sakhalin region and Jewish Autonomous region.
Send refugees from Ukraine to the far East
The Ministry of the Russian Federation on development of the Far East supported the initiative of deputies about the development of the Federal target program for voluntary resettlement of Ukrainian refugees to Siberia and the far East.
MSPO data of lawmakers in Russia, the expulsion shall be approximately 1.6 million Ukrainian citizens by reason of the expiration of the period of temporary residence in the territory of the Russian Federation on 31 October 2015. Instead of expulsion of refugees, the deputies proposed to settle their vacant lands of the Far East and Siberia.
According to the Federal migration service, in 2014 in the regions of Siberia and the Far East came to 10.8 thousand Ukrainian refugees. In 2015 we add another 18.5 thousand Ukrainians who arrived under the program of resettlement of compatriots. Only in Russia there are now 2.6 million Ukrainian citizens, according to the Ministry.
According to the Chairman of the trade Union of migrant workers Renat Karimov, Ukrainians are not satisfied with low salaries in Siberia and the far East. “If these regions had many jobs, then the Russians would not want to leave. This is probably low-paid jobs, and the Ukrainians do not want to work there. We have all the money and work is concentrated in the Central Federal district, therefore aiming to achieve both ethnic Russians and migrants”, he noted. According to Karimov, the Russian authorities and without migrants could develop the far East, however, this requires the desire and the understanding of this issue.
Chinese migrants in the far East
At the end of 2015 in the far East lived at least 200 thousand Chinese, said representative of the RF President in the far Eastern Federal district Konstantin Pulikovsky. The Chinese are being settled in the Russian far East since the early 90-ies. Pulikovsky noted that thousands of Chinese through the territory of the Russian Far East are trying to move to the European part of our country or other countries of the Old world. Many of them settled in the far East, as the region needs the labor force.
Corresponding member of RAS Gennady Chufrin skeptical about the reforms for the development of the Far East. In his opinion, it is unlikely the settlement of the Far East people from the European part or the program of attracting to Russia our compatriots from abroad. Most likely, people will settle in the Central regions of European Russia, he said.
More practical Chufrin considers the use of land development of Chinese who are less fastidious and hardworking. “We have to try using Chinese labour force, including skilled, to achieve a breakthrough in the development of these areas. It is difficult, risky, but think on this topic you need to think faster. There is an active consumption of our natural resources, and this situation should be changed, and we ourselves frighteningly, they say, Chinese workers, engineers, technicians here will remain, we will conquer, and so I think there’s a lot of myth-making,” said Gennady Chufrin in an interview Webeconomy.ru.
The draft law “on the far East ha”
Only “public relations and useless” for the development of the Far East considers the draft law “on the far East ha” the Chairman of the Supervisory Board of the Institute for demography, migration and regional development Yury Krupnov. “It’s like when a person is presented with a wheel from a Ferrari, and else he should buy for myself,” he said. The problems of engineering-technical, social and cultural infrastructure the government imposes on citizens, said Krupnov. It is necessary to create infrastructure, of productive forces, the involvement of specialists from the West. But instead proposed “a populist measure,” he said.
According to the bill, in the far East land area up to 1 hectare may be granted to any citizen of the Russian Federation regardless of the place of residence. Including the earth can receive and citizens who have received the status of “compatriot abroad”.
