If the shore line is completely closed buildings, it will close the way for the dragons that will cause failures for the population. Not to tempt fate on the strength of local developers leave huge “holes” in the buildings, sacrificing dozens of not-built apartments, but now the dragons are free to come down to the watering hole. Very caring people, these Chinese, really.
