The idea of restoration of monuments of the Russian authorities “caught” the Turkish Caucus in 2012, after signing an agreement with Turkey on construction of monuments in honor of soldiers killed on the lands of each other.

Moscow assumed the obligation to set such monuments in the three regions of Russia, where during the First world war there was a camp of Turkish prisoners of war.

The Turkish side promised to restore the monument of San Stefano, which was dedicated fifteen thousand Russian soldiers who died during the Russo-Turkish war of 1877-78. By the way, this monument was built on part of the funds from the reparations, which the Ottoman Empire agreed to pay after the defeat in the war. That is, from a legal point of view, Turkey has international obligations regarding its restoration (it was destroyed in 1914 with the outbreak of the First world war, as the Turkish authorities regarded him as the symbol of national shame).

It is planned to create joint Russian-Turkish Commission which will be engaged in search of unknown burial places of soldiers ‘ graves in both countries.

Well, it the friendliness in this matter is nothing more than General background for the normalization of relations.
