The government of the Russian Federation sent to the state Duma amendments for the second reading of the draft law on comprehensive development of territories, although their period of training has expired over six months ago. Despite the objections of industry experts, who offered to exclude from the document regulations on compulsory withdrawal of the property (with the exception of emergency houses) for such projects, this mechanism is preserved, writes “Kommersant”.
The document introduces into law the concept of integrated development of territories, which refers to support in the implementation of urban development activities “harmonious combination” of the various types of permitted use of land and capital construction objects, as well as necessary for the functioning of the infrastructure.
While for the implementation of projects on development of built-up areas or comprehensive development provides for the possibility of forced removal of property for municipal purposes on the initiative of municipalities, including in relation to residential premises in apartment houses, which are not found in an emergency.
As grounds for the inclusion of the house as subject to demolition or reconstruction in the municipal address program, with the mechanisms of justification of the need for such work in the document is not recorded.
