The Russian government did not support the proposed MPs bill to mitigate the penalties provided for the acquisition and storage of drugs without sales objective (article 228 of the criminal code). About it reports “Interfax” with reference to the draft official opinion.

The document States that the bill contains only measures mitigating nature. However, it is necessary to improve law enforcement practice, confident in the Cabinet.

The bill also made changes to article 82.1 of the criminal code (“the suspension of sentence for drug addicts”) and expanded the circle of persons which the court may defer the sentence until after a drug treatment. In the opinion of the government it is reported that this can lead to additional budget expenditures, but “not reflected in the economic justification to the bill”.

The bill was developed by a group of deputies headed by Chairman of the Duma Committee on state construction and the legislation Paul Krasheninnikov. They proposed to amend several parts of the article 228 of the criminal code, including to reduce the term of imprisonment up to three to five years. Now it is from three to ten years.

On the liberalization of drug laws spoke after the case of journalist Ivan Golunova that the security forces planted the drugs.
