The Ukrainian authorities are still unable or unwilling to implement the Minsk agreements. This was stated by state Secretary, Deputy Russian foreign Minister Grigory Karasin, who participated in the meeting of Deputy foreign Ministers “channel four” (Russia, Germany, Ukraine, France) in Berlin, reports TASS.

“In my opinion, it remains obvious that the Kiev authorities are talking do not see the real things: whether the can not, or do not want to move forward in the implementation of the Minsk agreements,” he said, commenting on the outcome of the discussions. – About all that was said.”

Karasin also said that the meeting discussed, including the issues of holding elections in the Donbass.

“All issues were raised: the topic of elections, as is the situation with security in the elections, with the organization of the elections,” he said. – But the meeting was of a preparatory nature. Tomorrow we will know about results of a meeting at the level of Ministers”.

The main task of the meeting of Deputy foreign Ministers “channel four” was the preparation of negotiations at the Ministerial level, which will also be held in Berlin on 11 may.

As previously reported, foreign Minister of Germany Frank-Walter Steinmeier said that the Minsk agreements are implemented at a snail’s pace.
