Over the past period of 2017 there have been major funding cuts in the section “Healthcare” – by 42.9% compared to the same period last year. This was announced by the Chairman of the accounts chamber of Russia Tatiana Golikova, speaking November 8 at the meeting of the Federation Council, which discussed the Federal budget for 2017 and the planning period of 2018 and 2019.

She urged the participants to pay attention to the fact that health care costs were reduced in the consolidated budgets of the 84 subjects of the Russian Federation, only one region kept the bar. Thus in 20 regions there is a decrease in three times.

“I also want to draw attention to the fact that the two subjects of the Russian Federation of October 1, 2017 number outstanding contributions for compulsory health insurance unemployed population, – said Tatyana Golikova. – The Republic of Ingushetia: 348,7 million roubles, and the Volgograd oblast is 618,1 million In this connection in October, these regions do not mention the subsidy on rendering to citizens of medical aid in volume respectively 628,7 million and 1 billion 854 million. Now Volgograd oblast repaid debt to the MHIF, accordingly, it transferred the subsidy, but Ingushetia has increased the debt for another month and a subsidy to her is not enumerated, and this leads to increase in debt of medical organizations for services rendered. In this regard, a requirement for the further improvement of intergovernmental fiscal relations is working to reconcile the registers of expenditure obligations of the regions with subsequent amendments in Federal and regional legislation”.
