And according to the telegram-channel “RUP”, the incident occurred not in Moscow, and in Kazakhstan.

In 2017, the United States included a police captain Kataev on the sanctions list for involvement in “extrajudicial killings, torture and other human rights violations”.

Russian official agencies failed to confirm these reports, however, the situation drew the attention of international organizations such as OSCE. The report of the Organization for security and cooperation in Europe in December 2018 admitted that Chechen authorities permit the citizens of illegal arrests, harassment, persecution and torture, up to extrajudicial executions.
