The authorities of the two partly recognized States — Abkhazia and South Ossetia — approved budgets for the year 2019. The lion’s share of their income is provided by income from the Russian budget: the two republics will receive 12 billion rubles. The number of dissatisfied such “generosity” is growing.

The state budget of South Ossetia in 2019, approved by the President of the Republic Anatoly Bibilov, is 8.7 billion rubles, of which nearly 7.5 billion accounts for grant assistance to the Russian Federation.

Can be compared with the figures for the previous year: while the expenditure part of the South Ossetian budget amounted to 9.5 billion rubles, of which 6.6 billion was accounted for by Russian aid. The most aid in comparison with the 2018 year to 855 million.

And if last year the budget of South Ossetia was scarce, the current it needs to reach “zero” — that is, government expenditures are equal to revenues. From the total amount of funds provided by Russia, nearly 4.7 billion will be spent on socio-economic development of the Transcaucasian Republic, and 2.8 billion — budget investments.

These costs are “Investment program”, which oversees the implementation of Minkowksi Russia. It will be recalled that in may last year, the Ministry was headed by Sergey Chebotarev, knowing the countries of Transcaucasia at previous job: he worked in the presidential Department for interregional and cultural relations with foreign countries and was in charge of ties with Abkhazia, South Ossetia, Armenia, Georgia and Azerbaijan.

In late January, leaders of Minkowksi visited the South Ossetian capital of Tskhinvali and discussed with Prime Minister Eric Puhaeva by the adoption of a new “Investment program” for the next three years — in the years 2020-2022. The specific amount of investment is still unknown, as, indeed, in the case of the previous program targeted for 2018-2019. We only know that by signing the document two years ago, the then Vice-Premier of the Russian government Alexander Khloponin said: “the Amount of funds on the implementation of the two-year program exceeds $ 4 billion, is significant resources!”

Abkhazia: in a couple of days to learn the new spending

The annual budget of the Republic of Abkhazia in 2019, approved by the President Raul Khajimba, is 9.8 billion rubles. It’s not much more than it was last year (and then and now the budget deficit).

The total budget is spending 4.4 billion on a Pro Bono have the help of Russia. Last year it was for Abkhazia almost 4.3 billion: that is, in contrast to South Ossetia, in 2019 grows not as much.

Although, as in the case of South Ossetia, the current “Investment program to promote socio-economic development” stops this year. For 2019 it provides for the cost of 1.7 billion rubles, of which the largest amounts going for the following activities: upgrading of municipal infrastructure (736 million), the development of the Gagra resort-tourist center (457 million), reconstruction Tkvarchelsky hospital (148 million), construction of school No. 1 in Gagra (122 million)…

Another 150 million should be allocated this year for development of design and estimate documentation for the future “Investment program”, which will take in the years 2020-2022. Exactly when it will be adopted is still unknown.

Not later than February 15, should be a project for the future programme: at least, this term designated at the meeting of the intergovernmental Commission, which met in Moscow in the end of last year (it is headed by, oddly enough, a former sports Minister and now Deputy Prime Minister, Vitaly Mutko).

Just don’t want to work!

The development of a new “Investment program” goes to the background, which would otherwise be nervous will not name. As already told “Svobodnaya Pressa,” in the beginning of the year in Abkhazia there were two attacks on Russian businessmen in the village of Tamysh (Ochamchirsky district) shot by Mikhail Maslov, in the village of Ldzaa (Gagra district) blew up the car of Michael Evalenko.

Many Abkhazians in this case refer to the consequences of the 1992-1993 war in his own defense. The reason is simple — people often do not want to work.

Russians don’t have the right here to land and property ownership, and forced to draw them out or use some other murky schemes, and then becoming prey of local raiders.

Some authorities are closely linked to organized crime, the so-called “thieves ‘ world”.
