The Russian government has already helped the group “Renova” sanctioned billionaire Viktor Vekselberg and currently is developing measures of financial support of the companies of Oleg Deripaska, including RUSAL and the GAZ group. This was announced on Monday, acting Finance Minister Anton Siluanov.
According to him, Vekselberg, who requested from the state a total of 5.7 billion dollars was provided last week.
“The amounts I just don’t want to just say,” — said Siluanov to the question about how much Vekselberg received from the government (quoted by “Interfax”).
At the same time, the Minister said, the authorities do not rule out that billionaire, occupying the 9th place in the list of the richest Russians according to Forbes, additional assistance will be provided.
At the same time, the issue of financial investments in the assets of Oleg Deripaska, said Siluanov.
For this, he said, can be used PSB, nationalized in December last year and are in the process of becoming a Bank for the programme.
Money for PSB, in turn, will print the Central Bank. The regulator has poured into Bank 443 billion in net monetary issue. Of them 330 billion came in the form of loans (100 billion PSB back in March) and 113 billion roubles to replenish capital, the amount of which was negative (minus 170 billion in March) and remained so after the first batch of aid (minus 59 billion in April).
In the near future PSB will get another 130 billion rubles at the expense of the printing press. These funds will be credited to the Bank’s balance sheet following the deal to repurchase his Federal loan bonds, announced on April 2, the Chairman of the regulator Vasily Pozdyshev.
An additional 5 billion rubles of PSB will receive at taxpayers ‘ expense — corresponding amount the Ministry of Finance has laid the draft amendments to the Federal budget for 2018.
The question on granting loans fall under the sanctions, US companies will be to solve directly the PSB, said Siluanov.
He added that the money will be able to get as “RUSAL”, cut off from the possibility to put the aluminium on the world market, and GAZ group, which is under the threat of stopping the conveyor because of the sanctions that blocked the supplies of parts.
The possibility of buying government stake in En+ and RUSAL still not considered, said Siluanov.
