Note to all drivers.
News reports shock us too often serious accidents. Every seventh accident today in Ukraine ends in death or injuries, at least for one participant. Six months in the country accounts for about 1370 deaths from traffic accidents.
According to the National police, the main causes of accidents on the road is exceeding the speed limit, driving under the influence of alcohol or drugs.
The new bill, already approved by the Cabinet of Ministers, is intended to tighten the rules of the road. In parallel, there will be changes to other legislative documents. What to prepare?
1. The speed limit
Reduce the maximum allowed speed in settlements is proposed to 50 km/h. But that it does not become the cause of many traffic jams, this item are going to be finalised.
The range of “tolerance range” (when the punishment is limited to oral warning the employee of traffic police) will be set at around 10 km/h (instead of 20 as of now). That is fine in the city are already at 61 km/h on the radar display.
2. Responsible for driving “tipsy”
Fines for traffic violations (10 200 UAH. up to 40 800 UAH.), under the Administrative code, may be connected to the penal code. Now it is talking about the driver who caused a car accident in the state of alcoholic or narcotic intoxication or under the effect of medicines which reduce attention and reaction time.
If victims receive injuries of moderate severity, the perpetrator of the accident is threatened by imprisonment for 3 years plus the suspension of driving privileges for a period of 3 to 5 years. If injuries will be categorized as heinous or the victim was killed – the driver proposed to deprive of liberty for a term from 7 to 12 years, and “rights” away for a period of 5 to 10 years.
3. The increase in penalties
Multiply the fines for different offenses.
For exceeding the maximum permissible speed more than 50 km/h, set a fine of 3400 UAH. (now 510 UAH).
For leaving the scene of an accident set a fine of 3400 UAH. and to provide the possibility of deprivation of right of control of the vehicle for up to six months (currently a fine of 255 UAH.).
For the management of the vehicle by a person without the right of control of the vehicle, set a fine in the amount of 10 UAH 200. and in the case of committing this violation again within a year, the penalty is 40 UAH 800. (now 510 UAH).
For driving a person deprived of the right of control of the vehicle, set a fine in the amount of 20 UAH 400. For repeated Commission of the violation during the year — a fine in the amount of 40 UAH 800. (now 510 UAH).
4. Change the due date of administrative penalty
The deadline for the imposition of administrative liability will increase from three months to 1 year.
In cases with serious consequences will be canceled, “the imposition of a reprimand by the labor collective or public organization,” which is now allowed under the law to apply.
5. The on auto-commit traffic violations
We are talking about the introduction of automatic photo and video fixation of traffic violations.
According to legislators, the experience of EU countries shows that the introduction of this system radically changed the situation of road safety in a better way.
6. The validity of a driver’s license
Having received a certificate for the first time, the driver will be able to use it for 2 years. If during this time he will not make more than two violations can apply for a new certificate with a validity of 30 years. And replacement will occur without re-examination. If violations of more than two – will have to “pass on the right” again.
7. The reason for stopping the machine and communication with the police
In addition to existing items that give police the right to stop the car, added a new, tenth. It is formulated as “stop with the purpose of inspection of the driver on the state of alcoholic intoxication”. Under the new bill, after stopping the driver should not go to the police car, but must:
to stop the machine in accordance with the requirements of the SDA;
stop the engine and pull the keys out of the ignition (with key);
to submit a driver’s license, registration certificate of the vehicle (the vehicle), insurance policy and other documents provided by law;
to be inside the vehicle, put your hands on the wheel, keeping them in sight of the police, not to leave the vehicle without the permission of the police;
at the request of the police to exit the vehicle;
steadily to fulfil all legal requirements or orders of a police officer.
These rules can earn in the near future. In any case, the Minister of internal Affairs Arsen Avakov hopes for their early adoption.
