The number of citizens with incomes below the subsistence minimum is now 13% of the population before the crisis was 10%. This growth has become a serious problem for the economy, said Belousov. To restore incomes of the population, he believes, can take several years.

In may, the economic development Ministry predicted a growth in the number of poor, from 13.1 per cent in 2015, up 13.7 percent at the end of 2017. A peak of 13.9 percent — the poverty rate will reach in 2018. It is expected that real incomes can return to the level of 2015 only in 2019.

According to the chief economist of Vnesheconombank Andrei Klepach, the decline in real incomes and wages of the population in Russia was unprecedented. “We with the 90-ies of such a shock had no”, – he noted.

According to the Ministry of labour and social protection, in 2015 the number of Russians whose incomes are below the subsistence level, exceeded 19 million people.
